Gateway Cities Council of Governments Program Management
Schedule: 2014-Present
Program Manager responsible for preliminary engineering, environmental documents, technical studies and Final Design for the Gateway Cities Measure R program. The goal of this plan is to improve the surrounding Corridors by promoting a balanced, comprehensive multimodal transportation system in an effort to enhance sustainability of the communities it serves and address local and regional transportation needs and issues. The program and Strategic Transportation Plan are expected to lead to programming and implementation of the transportation improvements including complete streets.

Program: Long Beach Municipal Urban Stormwater Treatment
Schedule: 2014-Present
Provided project management and agency coordination services for an urban runoff and reuse facility in Long Beach. The urban and runoff reuse facility would capture dry weather flow and some wet weather runoff, treat it and reuse it in place of potable water. The project also develops urban greening elements along the lower LA River. Services included identifying potential funding sources for the project, preparing outreach presentations and brochures, working with the City’s Financial Management Department and Stormwater Division to develop a financial strategy plan and developing a feasibility study to meet the United States Department of the Interior, Bureau of Reclamation Standards.

Project: Shoemaker Bridge Replacement
Schedule: 2014-2015
Program Manager responsible for preliminary engineering, environ-mental documents, and Final Design for the alternatives analysis, technical studies, and coordination required to develop a Project Report and Environmental Document for the new SR-710/Shoemaker Interchange. Providing the planning, engineering, and environmental sciences required to develop alternatives and supporting documents acceptable to Caltrans and FHWA. Project: California High Speed Rail, Construction, Segment 1
Schedule: 2014-2015
Roadway design engineers for the realignment of a three-mile segment of Golden State Boulevard (to provide the R/W needed for the HSR Corridor), extending from Ashlan Avenue to Veterans Boulevard. Construction Segment 1 is the first significant construction contract that was executed on the Initial Operating Section of the high-speed rail project. Tasks include roadway vertical and horizontal alignment design, signing and striping, roadway grading, coordination with various disciplines, with the contractor and City of Fresno for the Design-Build of Phase 1 for the California High Speed Train,

Project: Green Terminal Island Freeway
Schedule: 2014-2015
The Terminal Island (TI) Freeway transition plan will convert the existing freeway into a local green road with increased open space to showcase environ-mental best practices relating to air, water, wind, pollution cleansing, and energy generation and set a precedent for the region. The Plan is the first freeway removal project in Southern California and takes its place among other groundbreaking projects around the nation such as San Francisco's Embarcadero Freeway and Portland's Harbor Drive Freeway removals.

Project: Ocean Blvd Pedestrian/Bikeway
Schedule: 2015
The Ocean Boulevard Pedestrian/ Bikeway Project provides the connection of a shared pedestrian/bike facility from the eastern limits of the Gerald Desmond Bridge Project to the intersection of Ocean Boulevard and Golden Shore. Koa Consulting provided a peer review of a preliminary study for a Class 1 facility to extend across the Los Angeles River. The evaluation included the feasibility of providing a more direct route for cyclists and pedestrian while eliminating the need for significant elevation changes in connecting to the Ocean Blvd bridge, minimize structure improvement costs, and retain the southerly ocean view.

Project: VTA-Silicon Valley Berryessa BART Extension*
Schedule: 2012-2014
BART Silicon Valley Berryessa Extension Project is a 10.2 mile extension of a heavy rail transit system extending the City of Fremont to Berryessa Road in San Jose. The project will be a two-track, third rail powered, exclusive guideway system operating under automatic train control within the former Union Pacific freight railroad right-of-way.
Scope of services included providing alternative technical concepts, horizontal and vertical alignment design, guideway design, ballasted, direct fixation and vibration mitigation track designs, environmental compliance.

Project: Sacramento Regional Transit*
Schedule: 2012-2014
The South Sacramento Corridor Phase 2 (LRT) Project extends Sacramento Regional Transit District’s South Corridor Light Rail Transit service from its existing terminus at Meadowview Road south and east to Cosumnes River College. The project extension consists of new 4.3 mile light rail, double track corridor. Total estimated construction cost is $275 million.
Scope of services included track and civil site plan design, and peer review of the noise and vibration sections of the environmental document.

Project: Gateway Cities Urban Greening Master Plan
Schedule: 2015-2018
Lower Los Angeles and San Gabriel Rivers master planning. Koa Consulting provided a Program Manager services for the Urban Greening Master of the Gateway Cities watersheds focused on greenway, park, open space, and trail enhancements within the River tributary area. The program included the feasibility of providing access to the rivers for cyclists and pedestrian by connecting to the river bridges and regional bike trials. Development of new open space and active transportation elements.

Project: DeForest Park Pedestrian Lighting Improvements
Schedule: 2015
The City of Long Beach is a proponent for supporting long-term ecological balance, and promotes projects that provide sustainability. Koa Consulting is providing project management services for the retrofit of existing lighting within Deforest Park to Light Emitting Diode (LED) Lighting. The LED Lighting would help save energy and reduce operating costs. A total of 82 fixtures throughout the park will be converted to LED Lighting. Project Management services includes: administration and management services which included schedule, budgeting and reporting; coordination with City Light and Power and the Job Order Contractor for the conversion of the lighting.

Project: Lambert Ave & SR-57 Interchange Improvements
Schedule: 2015-2016
The City of Brea is improving the State Route 57 (SR-57)/Lambert Road interchange to maximize the overall performance within the project limits and relieve congestion on Lambert Road and the interchange ramps. Koa Consulting is providing utility coordination services, preparing the transportation management plan, and providing the stage construction and traffic handling plans for the final design of the project. Services includes identifying utility conflicts with the proposed improvements, preparing stage construction plans showing the proposed stage sequence of construction, and developing traffic handling plans taking into consideration the safety of the public and the workers as well as public convenience demand.
